Arbitrator: FAA must pay

The Federal Aviation Administration's computer specialists must get the same pay raise that other federal computer specialists received in January, an arbitrator ruled Aug. 27.

FAA cannot arbitrarily refuse to grant the raise, the arbitrator said, and must pay the systems specialists the increase retroactively back to Jan. 1, plus interest.

The decision affects a group of GS-334 employees represented by the Professional Airways Systems Specialists union [GCN, Feb. 19, Page 1].

The agency contended that the employees were not eligible for the raise because of FAA's personnel pay bands.

But the union maintained that because it was negotiating with the agency over a replacement pay system, the information technology employees were still covered by the governmentwide schedules and so were entitled to the increase.
