SAP protests HHS' choice of Oracle apps

SAP America Inc. has protested the Health and Human Services Department's planned acquisition of Oracle Federal Financials software. HHS wants the software for internal use and to unify Medicare contractors' accounting methods.

SAP, of Newtown Square, Pa., said last week that its protest, made Sept. 4 to the General Accounting Office, challenged the 'cart-before-the-horse' procurement sequence under which the National Institutes of Health is buying implementation services for Oracle Corp. database management software before procuring licenses.
Reversing that order might have resulted in the department's selection of another database vendor, SAP told GAO.
