Bill would fund IT procurement worker training

A fund for training IT procurement workers would result in better management of major contracts, said Rep. Tom Davis, who plans to sponsor a bill to establish one.
The Virginia Republican, who chairs the House Government Reform Subcommittee on Technology and Procurement Policy, said the fund also could be used to help the government find more ways to recruit and retain qualified workers.
Davis said he would introduce the Services Acquisition Reform Act this session; he expects it to move through the House early next year. He noted that federal outsourcing grew from 1990 to 2000, especially for IT services. He aims to streamline such efforts with the bill, which also would remove barriers to procurement innovations such as share-in-savings contracts.
