DOD taps IBM to plan financial architecture

The Defense Department has hired IBM Corp. to develop a DOD-wide financial enterprise architecture.
Under a $100 million blanket purchasing agreement, IBM will team with Accenture LLP of Chicago; American Management Systems Inc. of Fairfax, Va.; DynCorp of Reston, Va.; KPMG LLP of New York; and Science Applications International Corp.
The companies will work with the department's Financial Management Modernization Program Office to 'design a blueprint for future DOD investments in business management information technology,' according to a DOD statement (
see story, Page 34).
'Through this plan, we intend to have relevant, reliable and timely financial information available on a routine basis,' said Dov S. Zakheim, undersecretary of Defense and DOD's chief financial officer. 'This capability will support informed decision-making at all levels throughout the department.'
The work, which DOD expects will conclude by March, will focus on consolidating hundreds of disparate financial systems.
