GSA's e-Buy relaunch puts RFQs online

The General Services Administration's Federal Supply Service last week enhanced its e-Buy portal to let contracting officers and vendors interact more easily online. Agency buyers now can go through the entire request for quotes process electronically, including receiving vendor proposals.

E-Buy, which GSA launched June 2001 as a part of GSA Advantage, also should promote competition, because every RFQ is available for vendors to view and respond to, said Donna Bennett, FSS commissioner.

Before, contracting officers could ask for an RFQ from specific vendors by e-mail or by postal mail. Vendors then would have to respond by e-mail or postal mail too.

Contracting officers also now can list the closing date, attach the statement of work in multiple file formats, and outline performance and evaluation criteria in the RFQ.
