FAR councils: Heed capital planning rules

A new Federal Acquisition Regulation rule requires agencies to pay more attention to capital planning rules under the Clinger-Cohen Act.

The rule, issued last month by the FAR councils, applies when agencies place task or delivery orders through schedule or governmentwide acquisition contracts.

The civilian and Defense Department acquisition councils amended the FAR to enforce Section 804 of the Defense Authorization Act of 2000.

The amendment calls for agencies to follow modular contracting principles and avoid unnecessarily large and poorly defined orders. It also tells them to discuss requirements with vendors to ease the development of performance-based contracts.

The rules also clarified the definitions for and purposes of governmentwide acquisition and multiagency contracts.
