Admiral, general become Navy deputy CIOs

To more efficiently manage IT assets, the Navy has appointed two deputy CIOs.

Navy Rear Adm. Thomas Zelibor, director of space, information warfare and the command and control division, has been chosen as deputy CIO for the Navy.

Brig. Gen. John R. Thomas, director for command, control, communications and computers, has been chosen as deputy CIO for the Marine Corps. Both Zelibor and Thomas will report to David M. Wennergren, Navy CIO.

The positions were signed off on yesterday by acting Navy Secretary Hansford T. Johnson. Restructuring naval IT management is one of the first components of a Navy transformation initiative, Johnson said, which will 'usher in new ways of deterring conflict, [offer] new capabilities for waging war and new technologies leading to major increase in operational effectiveness.'

Also as part of the reorganization, the Navy will appoint an information officer to each of its major commands and create Centers of Excellence across the department to function as management partners on Navy-Marine Corps tasks, Johnson said.

'Information management and information technology are vital to the department's mission readiness. They are also key enablers to achieving the requisite goals of network-centric warfare and fulfillment of the President's Management Agenda,' Johnson added.
