The administration's National Strategy to Secure Cyberspace lays out generally voluntary methods by which the government and the private sector can cooperate on information security. But in the military, where information defense and attack have taken institutional form, a proposal has emerged for a more aggressive approach.

Air Force Col. Joyce Elliot wrote a paper for the Army War College's Strategy Research Project proposing a Cabinet-level Cybersecurity Department. It would combine several existing Pentagon information warfare operations: the Land Information Warfare Activity, the Marine Forces'Computer Network Defense, the Navy Component Task Force'Computer Network Defense, the Air Force Information Warfare Center and the Defense Information Systems Agency Computer Emergency Response Team.
