CIO Council's subcommittees help OMB vet EA policies

The CIO Council's Enterprise Architecture and Infrastructure Committee gives the government's IT chiefs a forum for debating and reaching consensus on EA topics.

The group's three subcommittees'Governance, Component and Emerging Technology'work on getting agencies to agree on how to put the Federal Enterprise Architecture models into practical use, said John Gilligan, Air Force CIO and co-chairman of the committee.

'Each of the subcommittees has a clear and natural interrelationship. And all have a linkage to industry, too,' Gilligan said this month at the FOSE trade show in Washington. The Governance Subcommittee will evaluate policies for the Office of Management and Budget. It 'will try to focus agencies away from doing their own thing and toward a common set of objectives,' he said. 'It will focus on integrating the Federal Enterprise Architecture into government management, linking technologies with nomenclature to get a consistent mapping between agency EAs and the federal EA, and connecting with state and local governments.'

The development of a strategy for IT component reuse and the creation of a repository of all shareable IT components are the top priorities for the Component Subcommittee, Gilligan said. The participating CIOs will develop a common vocabulary and define criteria for reusable components, he said.

Finally, the Technology Subcommittee will provide oversight on the government's efforts in using technologies such as public-key infrastructure, Extensible Markup Language and Web services.
'It will be a significant challenge to keep up on all the emerging technologies, but it will be of great value to the agencies because they will not have to vet each one,' Gilligan said.
