DHS to revamp former INS buying shops

The Homeland Security Department will reorganize the contracting shops that formerly were part of the Immigration and Naturalization Service.
The department is making the changes partly in response to a General Accounting Office report released last week. The report, Contract Management: INS Contracting Weaknesses Need Attention from the Department of Homeland Security, concluded the former INS organizations lack the expertise to handle the complex systems buys necessary to improve immigration services.
DHS needs to give procurement officers higher rank so they can make strategic decisions, GAO said.
