Former Air Force CIO John Gilligan, who ended nearly 25 years of government work in May, will join SRA International Inc. of Fairfax, Va. The company said Gilligan will be a vice president and deputy director of its defense sector.

At the Air Force, Gilligan helped direct the reorganization of that service's CIO, warfighting integration and communications operations into a single directorate.

The Food and Drug Administration this month named Fred Farmer acting CIO, following Jim Rinaldi's move to NASA's Jet Propulsion Laboratory.

Farmer had been IT program director for the CIO's office. Rinaldi will be CIO at JPL.

John Woodward Jr. has resigned as director of the Defense Department's Biometrics Management Office to return to Rand Corp. Joseph Guzman, who joined BMO in January as director of policy, planning and liaison, has been named acting director.

The Commodity Futures Trading Commission has chosen Wayne Leiss, currently chief of the federal financial systems branch in the Office of Management and Budget's Office of Federal Financial Management, to become the commission's new CIO. He's scheduled to begin at CFTC Aug. 22.

Domenico C. Cipicchio is the new acting director for Defense procurement and acquisition policy. Cipicchio, previously deputy director of policy, replaces Deidre A. Lee, who became assistant commissioner of the Federal Acquisition Service's Integrated Technology Services on Aug. 8.

Neal Fox, who left the General Services Administration July 29 as assistant commissioner for acquisition at the Federal Supply Service, is launching his own consulting business. Fox started his government career in 1976, when he joined the Air Force as a second lieutenant.

Army Lt. Gen. Keith Alexander took over this month as the 16th director of the National Security Agency and chief of the Central Security Service.
