House bill gives VA's CIO power over IT budget

The chairman and the ranking Democrat of the House Veterans Affairs Committee last week introduced legislation that would give the Veterans Affairs Department's CIO authority over VA's IT budget, personnel and assets.
Committee chairman Rep. Steve Buyer (Ind.), ranking Democrat Rep. Lane Evans (Ill.) and all 15 other committee members introduced their bill, HR 4061, in response to such VA system failures as the $342 million CoreFLS financial-management system and the $300 million HR Links automated-personnel system.
In addition, the Government Accountability Office has stated that VA has repeatedly failed to properly manage its major IT programs.
