Howerton, 31, is responsible for a $125 million IT services contract that supports the Y-12 Nuclear Weapons Complex, providing day-to-day oversight of contractors. On the job for three years, Howerton designed and implemented the Pegasus Information Management System, a Web tool for managing assessments, actions, correspondence and other facets of the Y-12 Nuclear Weapons Complex.

Since it was launched, the Pegasus system has been expanded, using a service-oriented architecture to integrate in real time with contractors' enterprise resource planning systems. Perhaps more important, NNSA officials recently selected Pegasus as their enterprise information management system ' the first corporate application sanctioned by NNSA. Howerton's efforts on Pegasus are expected to improve integration between all NNSA sites, decrease reliance on paper-based systems and save millions of dollars in overall costs as redundant systems are retired and license fees removed.
