Air Force wants to fuse C2 across domains

White papers should address strategy development, integratred planning and continuous assessment

The Air Force Research Laboratory is inviting contractors to submit white papers on revolutionary information technologies that can advance the integration of command and control (C2) capabilities across cyber, air and space domains.

The white papers should address matters of strategy development, integrated planning, and continuous assessment as they relate to C2, according to a FedBizOpps announcement issued March 8 by AFRL Rome Research Site.

C2 provides the means by which commanders synchronize and integrate force activities to achieve objectives in a unified effort. The activities, which are augmented by information technologies, require key decisions within the strategy, planning, scheduling and assessment phases of the C2 process.

Offers should submit three copies of a three-to-five page white paper summarizing their proposed approach or solution. The papers should include an estimate of the period of performance and cost, points of contact, task objective, and technical summary and proposed deliverables.

Total funding for the project is $43.2 million between fiscal 2011 and 2015. Individual awards are expected to be for a period of 18 months or less and range in value from $100,000 to $1 million. There is also the potential to make contract awards, grants or cooperative agreements up to any dollar value stemming from the work proposed.

Concerning Code--- It is said by the experts in this specialty that there is no way to write a code that can not be deciphered. This is something I would like to point out to those concerned. It is true that all code, can be deciphered eventually, but if special formulas were used to extrapolate the time required to decipher a code, say 150,000 years then for all practical purposes it could be considered a code that could not be deciphered.
