Robert Suda, the General Services Administration's assistant commissioner for IT solutions in the Federal Acquisition Service, will join the Agriculture Department's CIO staff March 6 to oversee three operations centers. He will become Agriculture's associate CIO for integration and operations. Suda will oversee Agriculture's National IT Center in Kansas City, Mo., and the telecommunications and IT services offices, both of which are in Washington.

Debra Filippi, former chief of Net-Centric Enterprise Services at the Defense Information Systems Agency, has been appointed to the deputy CIO team in the office of Defense CIO John Grimes, where she will lead efforts for terrorism information-sharing.

Becky Harris, who had been working in DISA's Global Information Grid Enterprise Services Engineering Directorate, has been named to replace Filippi as principal director for the net-centric enterprise services program.

David Mihelcic, DISA's chief technology officer, will assume Harris' position as principal director for the GIG engineering directorate. Cindy Moran, who has been DISA's deputy CIO and vice director of strategic planning and information, is being promoted to chief of the Center for Network Services. She succeeds Rickie Fleming, who has taken a job in the private sector.

Daniel E. Atkins will head the National Science Foundation's Office of Cyberinfrastructure. A founder of University of Michigan's School of Information, Atkins' work has helped bring about a number of advances in computer science.
