Major homeland security IT projects funding

When it established the Homeland
Security Department Congress afforded the department unusually broad authority
to reallocate funds among programs. DHS officials are supposed to ask the
appropriations committees for permission to reprogram funds, but frequently in
the past the department has forged ahead with funding changes before seeking
congressional approval.
