OPM, GSA issue HR Line of Business information request

The Office of Personnel Management, through the General Services Administration, said it outlined the initial requirements for vendors to be human resources shared-services providers.

In a request for information sent to private-sector vendors, but unavailable to the general public, OPM and GSA detailed a draft set of objectives that will require vendors to process personnel actions, perform compensation management and benefits management as well as provide consulting services, according to an OPM press release.

GSA and OPM would not release the RFI. A GSA spokesman said it would be posted to FedBizOpps.gov today or Monday.

Ultimately, OPM said, the winning private-sector vendors will provide human resources and payroll services along with the five existing public-sector shared-services providers ' the Treasury, Defense and Health and Human Services departments, the Interior Department's National Business Center and the Agriculture Department's National Finance Center.

OPM and GSA will hold a presolicitation conference in mid-February and then release a request for proposals around March 15. Proposals would be due by April 15, and OPM hopes to award the contracts by June 30, industry sources said.

OPM has been working on the RFI for the better part of a year, developing its enterprise architecture and the corresponding reference models, and expanding SSP target requirements. It released the target requirements in September.

The target requirements outline the functions that a company or agency must offer to be considered as an SSP.
