    10 Steps to Using Alliant SB

    You have determined that small businesses are capable of performing an IT function. Now you are ready to use Alliant SB. By following these 10 easy steps you'll complete the Alliant SB lifecycle.

     

    1. Obtain Delegation of Procurement Authority
    Contact GSA and arrange for training through a webinar, phone call or personal visit.

     

    2. Define Requirements – Develop Acquisition Strategy
    You can use a whole gamut of contract types; they are not limited to T&M or labor per hour contracts.

     

    3. Scope Compliance (Optional Scope Review Available from GSA)
    GSA offers scope compliance reviews at no cost. At the same time they will help you avoid “bundling”.

     

    4. Issue RFI/RFQ/RFP to contractors by E-mail or e-Buy
    Using GSA’s web tools, communicate your RFP. If you want GSA to be your CO, the Assisted Acquisition Services (AAS) provides that service for an additional fee which varies.

     

    5. Contract Holders Compete
    You are only getting Task Order (TO) bids from small businesses that GSA has determined are capable of performing this work.

     

    6. Receive Quotes/Proposals
    Get RFPs from all interested small businesses on the contract which fulfills your requirements for fair opportunity.

     

    7. Evaluate Responses & Issue Task Order
    Get your bids, evaluate them and make your award.

     

    8. Report TO in GWAC Management Module
    Once the TO has been awarded, use the online GWAC management model to for reporting and tracking purposes.

     

    9. Task Order Performance & Closeout
    The client agency is required by the FAR to complete a past performance record for the contractor.
