OpenText and the Government Business Council – the research division of Government Executive Media Group – polled 150 government managers ranging from the GS/GM-11 through SES level in defense and civilian agencies. The findings showed that although managers acknowledge the importance of electronic information management, they still have a ways to go.
One result showed that, despite years of pushing toward digital systems, paper still consumes a lot of their activity. In August, the Obama administration issued a directive ordering agencies to be paperless, at least as much as possible, by Dec. 31, 2019, and to have permanent and temporary e-mail records accessible in electronic form by the end of 2016.
To judge from the results of the OpenText survey, they have a lot of work ahead.
