Kaplan to be nominated as OMB deputy director

President Bush yesterday rounded out his management team at the Office of Management and Budget by announcing he intends to nominate Joel David Kaplan as the new deputy director of OMB.

Kaplan is special assistant to the president in the Chief of Staff’s office. He focuses on coordination, development and implementation of administration policy. He would replace Nancy Dorn, who moved to the private sector last spring after about a year at OMB.

OMB recently filled two of its top three management positions. The Senate confirmed OMB director Joshua Bolten and deputy director for management Clay Johnson last month. The Senate also must confirm Kaplan. Once he is confirmed, he will oversee agencywide support offices such as the general counsel and the budget review offices.

Kaplan also was a law clerk for Supreme Court Justice Antonin Scalia and was in the Marine Corps. He graduated from Harvard Law School and earned a bachelor’s from Harvard University.
