OCT 3—Better online services, tighter security and a skilled information technology workforce are among the goals set forth in the Chief Information Officers Council's strategic plan for 2001. The council unveiled the plan Monday during the Executive Leadership Conference 2000 in Richmond, Va.

"In defining our role for the next 12 months," said Jim Flyzik, the council's vice chairman and CIO of the Treasury Department, "we looked at several performance measures to see where we were lacking and used the private sector as a model."The Chief Financial Officers Council has given the plan high marks, council members said.

OCT 3—Better online services, tighter security and a skilled information technology workforce are among the goals set forth in the Chief Information Officers Council's strategic plan for 2001. The council unveiled the plan Monday during the Executive Leadership Conference 2000 in Richmond, Va.

Last year's plan basically outlined how the CIO Council would work and what it would do, said John Dyer, CIO for the Social Security Administration. The new strategic guide defines the group's consensus on the direction of federal IT efforts.

The six-phase plan calls for the government to:



  • Focus its energies on connecting citizens to Internet technologies and services.

  • Innovate its business methods and integrate them with high-tech applications.

  • Improve the security and reliability of its functions.

  • Improve skills and resources by attracting and keeping qualified IT workers.

  • Develop and collaborate with partners throughout government.

  • Define, evaluate and improve the way it manages IT investments.
