Federal Government Information Processing Councils last night honored Ira Hobbs, deputy CIO at the Department of Agriculture, with the John J. Franke Award.<br>

NEW ORLEANS-Ira Hobbs learned about the importance of being a leader within his agency and across government at a brown-bag lunch given by John Franke, a Reagan administration appointee at the Agriculture Department, about 15 years ago.

That lesson served Hobbs, Agriculture's deputy CIO, well throughout his career as he volunteered with the CIO Council, the Association of Federal Information Resource Managers and other organizations.

For all his work within his agency and across the government, the Federal Government Information Processing Councils last night honored Hobbs with the John J. Franke Award at the 23rd Annual Management of Change Conference.

'John interacted with people across the department on what can be done to improve how government works,' Hobbs said. 'He talked about the power to change government. So it is really neat for me to come full circle like this and get the award named for John.'

Hobbs is the fourth recipient of the award that recognizes Franke's commitment to governmentwide leadership. He joins past honorees Marty Wagner, General Services Administration associate administrator for governmentwide policy, Jim Flyzik, former Treasury Department CIO, and Dave Borland, Army deputy CIO.

'John Franke was all about doing work for the federal community,' Flyzik said. 'Ira exemplifies what this award is about.'

FGIPC also named its new board of directors. They include:

  • President: Barry West, National Weather Service CIO

  • Executive Vice President: Wilbert Berrios, Army Corps of Engineers CIO

  • Vice President for Marketing and Communications: Ann Gladys, GSA assistant regional administrator for the Federal Technology Service in San Francisco

  • Vice President for Cross Council Coordination: Martha Dorris, deputy director of GSA's Office of Intergovernmental Solutions

  • Treasurer: Bob Suda, GSA assistant commissioner in the Office of IT Solutions at FTS

  • Secretary: Randall Witty, GSA assistant regional administrator for FTS in Atlanta

  • Vice President Eastern Region: Roz Fullerton, GSA's director of Regional IT Solutions for FTS in Atlanta

  • Vice President DC Region: John Hooder, director of the Defense Information Systems Agency Information Technology Implementation Branch

  • Vice President Central Region: Kathleen Rundle, Agriculture associate CIO

  • Vice President Western Region: Vicki Nadolski, regional director of the National Oceanic and Atmospheric Administration's Western Region in Salt Lake City
