Martin made the announcement to CIS staff yesterday in an internal memo, according to agency spokesman William Strassberger.

'Tarrazzia will be supporting the DNI CIO to create information-sharing solutions between the intelligence community, the Defense Department and the Homeland Security Department,' Strassberger said.

Martin joined CIS as its first IT chief in spring 2003, shortly after the agency began operations.

As CIO, Martin consolidated many IT activities that had been spread across program divisions under her office's control. That consolidation drive sometimes prompted resentment from the program offices, according to some sources.

Martin did not succeed in launching the agency's planned transformation initiative. Senior DHS officials still are reviewing proposals for CIS' technology makeover, sources in the agency said. CIS issued a request for information about the project in 2004, and has been upgrading some systems since then. But it has not launched the comprehensive IT revamp that the RFI proposed.

CIS could be in line for expanded responsibility if Congress approves a guest-worker program, according to IT specialists inside and outside the agency.

CIS has advertised the CIO job and announced that it will be filled soon, Strassberger added.
