Alliant paves the way for integrated IT purchases that meet with OMB guidelines.
The General Services Administration's lastest governmentwide
acquisition contract, Alliant, awarded to 29 vendors, will offer
agency customers specific technologies surrounding the five
reference models of the Federal Enterprise Architecture--business,
technical, service components, data and performance--and the
Defense Department enterprise architecture.
Jim Ghiloni, GSA's GWAC program manager, today said this would
let agencies describe specific outcomes they want their systems to
meet and the vendors will bid to meet those objectives.
"We went one level above specifics and was more general in what
an IT solution might look like," he said during a press conference
today in Washington announcing the winners. "Agencies will be able
to plan their solution within their own EA and map it cleanly to an
Alliant task order."
Ghiloni said this makes Alliant innovative and different from
GSA had been working on Alliant for several years. The agency

In all, 66 companies submitted bids for Alliant, said Jim
Ghiloni, GSA’s Alliant program manager. The contract spans a
five-year period with one five-year extension option, and has a
ceiling of $10 billion.
Unlike some contracts, Alliant has off-ramp and on-ramp
provisions so that companies can be removed from it or added to it
over the 10-year course.
“This would allow us to re-open the solicitation and make
new awards somewhere along the line,” Ghiloni said.
“That allows us, should we choose, should the market change
in some significant ways, to refresh the providers we make
available through Alliant.”
The agency has not yet awarded Alliant Small Business, a
companion contract to Alliant. That could come as late as the end
of the year, according to John Johnson, assistant commissioner of
integrated technology services at GSA.
However, Alliant contractors must award at least 50 percent of
their subcontracting dollars to small businesses, he said.
