FAA seeks financial management line-of-business partner

The Transportation Department is seeking proposals for a partner in its efforts to become a Financial Management Line of Business Center of Excellence. Transportation plans to centralize the financial management activities of other agencies, such as the Agriculture and Labor departments and the Government Accountability Office, under its Delphi financial management system.

Transportation's enterprise services center is based at the Federal Aviation Administration's Mike Monroney Aeronautical Center in Oklahoma City, Okla.
The task order, issued last month, is for six years and is expected, because of the unknown nature and extent of implementation effort associated with each agency's needs, to have a cost-plus-award-fee price structure.
The task order is part of the CIO Solutions and Partners 2 governmentwide acquisitions contract based in the National Institutes of Health, part of the Health and Human Services Department. CIO-SP2 provides IT systems and services to support CIO requirements for IT solutions within NIH and other federal agencies. CIO-SP2 has 45 prime contractors, such as Accenture LLP Ltd., Lockheed Martin Corp., Northrop Grumman Information Technology and Unisys Corp.
The partner will have technical capabilities to implement Oracle Federal Financials software. The vendor also will establish an IT capital planning and business case development process, integrate such services as gap analysis and benchmarking, and conduct enterprise resource planning.
Proposals are due Jan. 18.
