Clinton unveils new online plan

NPR officials, speaking at a recent Armed Forces Communications and Electronics
Association conference in Fairfax, Va., said they are instead counting on agencies using
the IT Innovation Fund, interagency service agreements and savings derived from new
electronic services to finance new systems development.

 "We've found that for good ideas, agencies can find innovative ways of funding
them," said Jim Flyzik, chairman of the Government IT Services Board and acting chief
information officer for the Treasury Department. "The money will come from a
combination of agency budgets, the IT fund and the private sector. The ideas that take off
are the ones that find ways of spending money smarter and that's implicit in our
