Online training courses let Navy personnel learn software without leaving workplace

Although he taught school for 20 years, Jerry Peterson does not prefer classroom training to computer training.

As head of the Business Systems Division at the Naval Medical Center in Portsmouth, Va., Peterson said he liked the idea of buying a 1,000-user site license for Desktop Trainer 3.0 courses from MicroVideo Learning Systems Inc. of New York.

In addition to saving the Navy up to $4 million, he said, the computer-based courses let personnel train without leaving the workplace and give them access to full-motion instructional videos whenever they need help in Microsoft Word 97, Excel 97, Access 97, PowerPoint 97 or Windows NT Workstation 4.0.

Workers can 'come in early or work late or use the courses during their lunch hour and work at their own pace,' Peterson said.

The center paid $26.74 per user, and the license does not expire. 'Classroom training would probably have taken two years,' he said.

Staff education personnel are using the training software on standalone PCs running NT Workstation 4.0. The course rollout should be complete this month.

'We've been messing with NT 4.0 for three or four years,' even before Navy officials decided to make it the standard operating system under Navy Information Technology for the 21st Century guidelines, Peterson said.

Managers can see how fast their personnel are progressing, Peterson said. Courses have summaries and tests for review purposes.

Systems administrators can segment network bandwidth to restrict use of Desktop Trainer 3.0 during peak times, he said.

MicroVideo sells primarily to federal agencies through its Information Technology Schedule contract. It maintains a searchable library of 5,000 indexed help topics online and a Web site, at
