The Chief Information Officers Council has asked the National Academy of Public Administration to study the need for a separate pay scale for federal information technology workers and to develop a pay plan.

The move follows the release by the council's Education and Training Committee of a report on IT work force issues. The final report did not include any of the committee's early proposals for a separate pay scale for government IT workers [GCN, July 5, Page 1].

'The issue is not dead at all,' said State Department CIO Fernando Burbano, a member of the committee and a vocal proponent of special pay considerations for IT workers.

The study will provide the statistics needed to justify an IT salary plan, said Housing and Urban Development Department CIO Gloria R. Parker, co-chairwoman of the committee. Any IT salary proposal would eventually have to be submitted to Congress for approval, she said.

Burbano called NAPA a highly respected and independent organization.

'It would be a prestigious organization to get involved with this issue,' said Fred Thompson, manager of the Treasury Department's IT work force improvement program and a member of the CIO Council committee.

The committee, which will fund the study, has asked NAPA to break the project into two parts, Thompson said. The first part would be a study of the need for a separate IT pay plan. The second part would be development of such a pay plan.

The committee has not yet received a proposal from NAPA, but the cost and timetable for the project will be included in the proposal, Thompson said.
