FEB. 10'The Defense Logistics Agency has named a civilian from a fellow non-uniformed Defense Department agency as its new chief information officer under a restructuring plan that broadens and renames the post.

Joanne Piper Arnette, deputy CIO at the Defense Finance and Accounting Service, will take over as director of information operations at DLA on Monday, agency spokesman Daniel McGinty said. Army Lt. Gen. Henry T. Glisson announced the appointment as part of a 'major realignment of information technology-related functions, including CIO functions,' McGinty said.

Arnette will oversee electronic business initiatives for DLA's logistics support systems and be responsible for system program management, field information operations and document automation, McGinty said.

Arnette may also assume responsibility for the Joint Electronic Commerce Program Office, McGinty said. 'There could eventually be some effects on JECPO,' he said, because DOD officials have wanted to assign the office to one agency after its launch as a joint effort of the Defense Information Systems Agency and DLA.

'I am excited to be joining DLA,' said Arnette, who began working for DOD in 1979. 'Its tremendous track record of innovation, application of technology and dedication to its customers makes it the place to be.'

Glisson announced Arnette's appointment in tandem with a major DLA restructuring, which includes the possibility that the Defense Contract Management Command, which performs contract administration functions for DOD, will become a separate agency.
