OMB issues security guide

Security must be incorporated during the initial phase of a system's development, the Office of Management and Budget instructs agencies in a new guide.

'The most effective way to protect information and systems is to incorporate security into the architecture of each,' OMB Director Jacob J. Lew said. 'This approach ensures that security supports agency business operations, thus facilitating those operations, and that plans to fund and manage security are built into lifecycle budgets for information systems.'

Security, besides being tied to an agency's information architecture, should help users manage risks and protect the privacy and confidentiality of personal data, recommends the guide, Incorporating and Funding Security in Information Systems Investments.
