Reinvention is making a difference, feds say

APRIL 3—Most federal employees feel satisfied with their jobs, according to a recent survey conducted by the National Partnership for Reinventing Government.

The survey of 13,000 employees found much higher job satisfaction rates at agencies where reinvention is a priority—84 percent compared with 60 percent governmentwide. Furthermore, the satisfied employees are more than twice as likely to feel empowered, deal with less red tape and have better customer focus, NPR said.

Overall, 37 percent of feds called reinvention important to their agencies. In last year's survey, only 25 percent said reinvention was being taken seriously [see story at www.gcn.com/archives/gcn/1999/January11/12b.htm].

The survey found that 59 percent of federal workers believe they have adequate electronic access to do their jobs. Employees, however, said their bosses are not skillfully dealing with poor performers. Good performers should be rewarded to a greater degree, they said.

The agencies rated best by their own workers were the Census Bureau, the Environmental Protection Agency, the General Services Administration, NASA, the National Oceanic and Atmospheric Administration, and the Office of Personnel Management.

The lowest-rated agencies were the Customs Service, the Immigration and Naturalization Service, the Occupational Safety and Health Administration, and the Agriculture Department's Food Safety and Inspection Service.
