IT-21 co-creator gets new post

One of the architects of the Navy's modernization program has been tapped to command allied submarines in the Mediterranean.

Rear Adm. Charles L. Munns, chief information officer and chief financial officer for the Pacific Fleet in Pearl Harbor, Hawaii, will become the next commander for Submarine Group 8 in Naples, Italy. A 27-year Navy veteran, he has been the fleet's deputy chief of staff for command, control, communications and intelligence, resources, requirements and assessment since April 1998.

Munns and his former boss, retired Adm. Archie Clemins, drafted the Navy's Information Technology for the 21st Century initiative. Through IT-21, the Navy is deploying shipboard asynchronous transfer mode networks and providing users with PCs and servers running Microsoft Windows NT 4.0.
