DOD consolidates A-76 data on Web site

The Defense Department's Share A-76 Web site provides 'one-stop shopping for A-76 information,' said Annie L. Andrews, DOD's assistant director for competitive sourcing and privatization.

The site, at emissary.acq.osd.mil/inst/share.nsf, includes information about the federal policy of comparing prices of in-house and outsourced services.

The Share A-76 knowledge management site has links to other Web pages that deal with Office of Management and Budget Circular A-76, which established the procurement policy. The site has forms needed for A-76 compliance and lists best practices developed by federal employees engaged in the cost-comparison process, Andrews said.

Share A-76 features recent OMB updates and bid protest decisions by the General Accounting Office. It also has a search tool that finds information related to A-76 topics and procedures set forth by OMB and DOD.

Prime contractor Arthur Andersen & Co. has been developing the site for the past year at a cost that DOD officials said was less than $800,000.
