David C. Litchfield, the Navy's deputy program executive officer for information technology and one of the service's executives in charge of the Navy-Marine Corps Intranet, is leaving that job this week. He has worked with NMCI as a contract employee with Adroit Systems Inc. of Alexandria, Va.

Litchfield served in the Marines for more than 30 years before retiring in 1999 to work for the assistant secretary of Defense for command, control, communications and intelligence. He will leave the Program Executive Office for IT on Friday.

The General Services Administration's Federal Technology Service has named Sallie McDonald assistant commissioner for its Office of Information Assurance and Critical Infrastructure Protection.

McDonald will oversee the Federal Computer Incident Response Center's governmentwide activities.

She will also work with the Federal Public-Key Infrastructure Steering Committee and monitor Presidential Decision Directive 63 initiatives.
The GSA veteran has worked at the agency for 23 years, and has been with the information assurance office for three years.

Paul Brubaker

Paul Brubaker, acting deputy chief information officer for the Defense Department, has joined the board of directors of the Center for Innovative Technology as vice chairman.
The center, in Herndon, Va., is a nonprofit corporation that works with state offices to help expand Virginia's technology industry.

Air Force Maj. Gen. Howard J. Mitchell has been assigned as director of operations for the Air Force Space Command headquarters at Peterson Air Force Base, Colo.

Mitchell most recently worked at the Pentagon as special assistant to the assistant secretary of Defense for C3I.

The Railroad Retirement Board has named Kenneth J. Zoll its chief enterprise architect and acting director of administration.

Zoll will head the newly created Office of Enterprise Architecture, guiding the board's use of IT.

He previously was chief of systems and technology development for the Policy and Systems Division of the board's Office of Programs. Zoll has worked on teams that have won three Hammer Awards.
