Alan P. Balutis is leaving the National Institute of Standards and Technology to become executive director and chief operating officer for both the Federation of Government Information Processing Councils and the Industry Advisory Council.

This is the first time that an executive director will serve both FGIPC and IAC.

'It's a tremendous opportunity, and it's difficult to leave the public sector after 25 years,' said Balutis, who has been director of NIST's Advanced Technology Program since April.

After 34 years in government, Joseph Leo last week left his job as chief information officer of the Agriculture Department to join Science Applications International Corp. in the San Diego company's McLean, Va., office.

Leo worked extensively on the Food Stamp, and Women, Infants and Children programs.
At SAIC, Leo plans to work on state and federal electronic-government projects.

The IRS has named Terence Lutes its director of electronic tax administration. Lutes has been acting in that role since October.

The IRS also has made four other management changes intended to boost the implementation of its Business Systems Modernization Office projects.

Bert Concklin, director of business systems modernization, will be the associate commissioner for modernization, a new position reporting to the commissioner.

Bob Albicker, deputy CIO, will take over as deputy associate commissioner for systems integration.

Jim Williams, director of procurement, will be the deputy associate commissioner for program management.

Tommy DeWeese, deputy director of the Business Systems Modernization Office, will take over as deputy associate commissioner for program planning and control.

The General Services Administration's Terry Weaver has been promoted to director of the Center for Information Technology Accommodation in the Governmentwide Policy Office. She is responsible for policy regarding Section 508 compliance.

At the Government Printing Office, Charles R. 'Skip' Dorrell has taken over as director of GPO's Information Resources Management Office. Thomas C. 'T.C.' Evans III is the new director of the Electronic Information Dissemination Services Office.
