Horn revives bill to split OMB

Rep. Steve Horn (R-Calif.) last month introduced a bill to split the Office of Management and Budget's duties.

'Congress must create a corps of management experts who not only have the ability and skill to address wasteful administration and program failures, but who also have the power and mandate to force action and produce results,' Horn said.

HR 616 would divide the management and budget functions of the OMB into two offices, each having a director reporting to the president. The proposed Office of Management would oversee agencies' management practices and some governmentwide issues. Horn's spokeswoman did not know how the bill might affect the president's plan for a governmentwide chief information officer within OMB.
