What hasn't Uncle Sam tried that he should to help attract information technology types to federal service?

My current salary is 16 percent behind what it should be. Uncle Sam has historically underpaid federal employees to help balance his budget. So my answer is provide cost-of-living increases at least equal to the official Consumer Price Index and, secondly, provide dental insurance that covers orthodontia. To achieve that 16 percent number, I simply took the GS salary table of 1968, when I was hired, and increased it by the official government CPI figures for the last 32 years. Then, I compared that result with the existing GS salary table. To answer the 'why did I stay' question that should come to mind, I'll say that I was employed in 1968 when salaries were comparable. Next, I survived the engineering and scientific glut of the 1970s when jobs were scarce. By the time the budget balancing tricks of the 1980s began I was pretty well stuck with remaining with federal service. Job security is a plus for me now, but it wouldn't attract me today.
