FAA's IT pay dispute goes to arbitration

The Federal Aviation Administration this month turned down a request from some of its information technology workers for special raises approved late last year by the Office of Personnel Management [GCN, Feb. 19, Page 1].

Raymond B. Thoman, FAA's deputy assistant administrator for employee relations, wrote in a March 1 letter to the Professional Airways Systems Specialists union that OPM set the special IT rates after FAA had already changed its compensation arrangements to reflect market conditions.

Thoman said PASS employees not covered by FAA's compensation bands will have to resolve their grievance through collective bargaining as required by law.

PASS, which represents about 500 IT workers at FAA, has chosen an arbitrator to hear its grievance in late May.

The dispute involves computer specialists who work on aviation safety inspection. Those who work on air traffic control computers or have systems specialist job titles are not part of the grievance, said Mike Derby, general counsel for PASS.

The union 'obviously disagrees' with the FAA, Derby said. 'We will proceed to binding arbitration,' he said, adding that some computer specialists are preparing to leave FAA.
