IRS accounting project is on track, GAO says

The IRS has justified its plan to invest in the Custodial Accounting Project, the General Accounting Office said.

The agency has also implemented management controls for integrating CAP into its business systems modernization program, GAO said last month in a report, IRS' Custodial Accounting Project.

GAO, however, recommended that the agency submit investment analyses to substantiate system expenditures.

Two congressional subcommittees that oversee the IRS told the agency last September to limit further spending on CAP until it could justify the $150 million project.

CAP, which the tax agency plans to deploy in 2003, will create a single data repository of taxpayer accounts and payments.
