Put the needs of the folks in the seats first

JACKSONVILLE, Fla.'Seat management won't work unless an agency is committed to outsourcing its total desktop PC environment and putting the needs of its workers first, said Howard R. Norris, deputy director for information technology solutions at the Federal Technology Service's Chicago office.

FTS administers the General Services Administration's seat management contracts.

Norris, speaking this month at the spring IT Training Conference of GSA's ADP Council of the Southeastern States, said top management must be fully involved.

Planners need to understand the agency's mission and anticipate how seat management will affect applications and communications, he said.
