Gordon England, a 30-year veteran of the defense and technology industries, was sworn in late last month as the 72nd secretary of the Navy during a brief ceremony at the Pentagon.


face="Arial,Helvetica,Geneva" size="2" color="#FF0000">Gordon EnglandIn hearings before the Senate Armed Services Committee prior to his confirmation, England cited technology as one of the four key areas he would concentrate on as Navy secretary.

'My agenda is to substantially improve our combat capability, enrich the lives of our people, swiftly incorporate technology across our total operation, and dramatically improve our business practices,' he said.

Since 1997, he has been executive vice president of General Dynamics Corp. Before that he had been executive vice president of the company's combat systems group, president of its Fort Worth aircraft company and president of its land systems company.

England also was an engineer for Honeywell Corp. on the Gemini space program and a program manager for Litton Industries Inc. on the Navy's E-2C Hawkeye aircraft.

Bob Robitaille, a former official with the General Services Administration, has taken over as program manager for Hewlett-Packard Co.'s activities on the NASA Scientific and Engineering Workstation Procurement II, Navy Tactical Solutions and Navy High Performance Computing programs.

A former deputy director of GSA's Federal Computer Acquisition Center, Robitaille previously was a manager of HP's strategic programs integration operation.

The Carlyle Group, an equity firm based in Washington, has named William Kennard, who recently stepped down as chairman of the Federal Communications Commission, as managing director of the firm's global telecommunications and media practice.
