Creative contracting turns wheels at Treasury, deputy CIO says

A decisive board of information technology chiefs and other officials from Treasury Department bureaus is voting new initiatives up or down and deciding how to spend IT money, deputy chief information officer Mayi Canales said today at a symposium in Washington.

The board, dubbed the CXO Council because it brings together a mix of CIOs, chief financial officers, program executives and human resources directors, is 'reprioritizing expenditures and developing common solutions,' Canales said. 'We want to unify and simplify. We need to use what we have.'

One initiative is project management for the Treasury Communications Enterprise, which Canales said will have a 'modular roll-out' with possible integration of voice and data communications as early as 2003.

Other initiatives include the Pay.gov payments portal, a human resources portal and distance learning for all employees, using courseware developed by the IRS. 'We would not do half the things we do' without the IRS, she said.

Still another project is a virtual private network, which Canales called 'a big cultural change. It's moving slowly but surely in the bureaus.' She also said X.500 directory services, to be in use by the end of next month, will let e-mail flow freely throughout Treasury. And smart cards for employee access to enterprise services also could be in the works.

All the enterprise initiatives depend on 'innovative outsourcing methods,' Canales said. The symposium recognized Treasury employees and contractors involved in the Treasury Information Processing Support Services-2 contract, which has 18 prime contractors that provide IT, telecom, management and operational support with no administrative fee.
