What should Homeland Security Director Tom Ridge do from an information systems standpoint to make his office effective?

Considering that offices within one agency have a difficult time integrating different systems to effectively communicate, I'm at a loss as to how Homeland Security Director Tom Ridge will ensure that information systems from 40 agencies will interact effectively. One of the first things that needs to be done is to define all information from all agencies that is necessary to monitor potential terrorist activity. Once that is done, Director Ridge may have to manually monitor activity through something as simple as secured e-mail from authorized representatives of those agencies. Homeland Security officials performing the job duties and monitoring activities will be the best qualified to determine what Director Ridge can do from an information systems standpoint to make his office effective ' not to mention the public probably shouldn't know and GCN probably shouldn't be asking.
