GSA to solicit HUBZone governmentwide contract

The General Services Administration plans to help agencies meet the governmentwide Historically Underutilized Business Zone contracting goal. The agency, through the Federal Technology Service, announced it would release a request for proposals for a HUBZone governmentwide acquisition contract next month.

The contract will cover areas such as Internet services, call centers, distance learning, videoconferencing, wiring and cabling, network design, computer operations and support, network management, contingency planning and information assurance.

GSA plans to award a minimum of three and a maximum of 10 contracts for each area. The program will be run out of GSA's Small Business Solution Center in Kansas City, Mo., and could be worth $2.5 billion over five years.

Agencies have not fared well in contracts with HUBZone companies, which are certified by the Small Business Administration. In fiscal 2000, agencies spent $663 million on 3,508 actions with these companies, which equals 0.33 percent of all federal procurement, well below the 2.5 percent governmentwide goal. To help agencies meet next year's goals, GSA hopes to have the GWAC awarded by April.

Companies can be certified for the program if they are a small business, owned by at least one American citizen, hire at least 35 percent of their employees from a HUBZone and have their principal office in a HUBZone. HUBZone areas include American Indian reservations, rural areas where the median income is less than 80 percent of the state's median income or unemployment is 140 percent of the state average, and qualified census tracts.
