Defense CIOs honor their own

Senior Defense Department chief information officers this month gave the first-ever DOD CIO Awards to the Army Recruiting Command's Information Support Activity and to Robert J. Fecteau, CIO of the Army Intelligence and Security Command.

Top Defense CIO John Stenbit, the assistant secretary for command, control, communications and intelligence, said the recruiting command has fielded a virtual private network, a Web recruiting data management system, a national pooled-minutes cell phone contract and a software development model certification. He said the efforts will save the command about $42 million annually.

Fecteau brought 14 Army organizations under an integrated IT contract served by BAE Systems North America Inc., Microsoft Corp. and Mitre Corp. The contract saved about $10 million in the first year plus about $8 million by accelerating contractor security clearances.

Other finalists included Cmdr. Wyatt Smith of the Navy health system, an Air Force Web portal and a Navy business process re-engineering project.
