The IRS has appointed James R. Eads Jr.
director of e-commerce for the Large and Mid-size Business Division's international programs.
Eads will develop programs on tax administration and compliance issues surrounding e-business.
Eads had been a partner at Ernst & Young LLP of New York. He has a bachelor's degree in business administration and a law degree from the University of Arkansas.
Retired Navy Vice Adm. Conrad C. Lautenbacher Jr.
was sworn in last month as the administrator of the National Oceanic and Atmospheric Administration. Commerce Secretary Don Evans conducted the swearing in for Lautenbacher, whose official title is undersecretary of Commerce for oceans and atmosphere. He's the eighth administrator of NOAA.E. Sue Rachlin,
deputy CIO of the Interior Department, has been named co-chairwoman of the CIO Council Standing Committee on Best Practices.
She joins Debra Stouffer,
the Housing and Urban Development Department's deputy CIO for IT reform, in charge of the committee. Stouffer had nominated Rachlin to the council's executive committee.Michael D. Hogan
and Judith Newton
of the National Institute of Standards and Technology were among the winners of the National Committee for Information Technology Standards' annual awards.
NCITS, made up of industry, government and user groups, honored 15 people in five categories. Hogan won the group's Chairman's Annual Award for outstanding service. Newton was among three winners of the Merit Award.
Rear Adm. Tom S. Fellin
has been named deputy commander of the Navy's Space and Naval Warfare Systems Command, San Diego.
Rear Adm. Robert E. Cowley III
has been assigned as deputy for acquisition and business management in the Office of the Assistant Secretary of the Navy for Research, Development and Acquisition.
