Davis-Burton bill promotes IT staff exchange

Reps. Tom Davis (R-Va.) and Dan Burton (R-Ind.) this month introduced a bill that would sanction an exchange program between federal agencies and industry for midlevel IT managers for up to two years.

Davis, chairman of the House Government Reform Subcommittee on Technology and Procurement Policy, said the Federal IT Workforce and Acquisition Improvement Act would let federal IT managers learn best practices from their private-sector counterparts.

The bill, HR 3843, also would extend for five years a pilot to expedite IT buys using simpler procurement procedures. The bill was referred to the Government Reform Committee, of which Burton is chairman.
