Army Brig. Gen. Marilyn A. Quagliotti is the new deputy director for operations of the Defense Information Systems Agency. Gen. Eric K. Shinseki, the Army's chief of staff, announced the assignment earlier this month.

Quagliotti most recently was commanding general and deputy chief of staff for information management for the 5th Signal Command, U.S. Army Europe and Seventh Army, Germany.

Carl Wright, former chief information security officer at the Marine Corps' Network Operations Center at Quantico Marine Corps Base, Va., has joined Securify Inc. of Mountain View, Calif., as vice president of federal operations.

At the network operations center, Wright, who retired with the rank of major, was in charge of the Marine Corps Enterprise Network. In 1999, he received the National Security Agency's Rowlett Trophy. Most recently, he was chief technology officer for Smartronix Inc. of California, Md.

Retired Coast Guard commandant James M. Loy is the deputy undersecretary for transportation security and chief operating officer of the Transportation Security Administration.

Loy retired May 31 after 38 years in the Coast Guard.

Adm. Thomas Collins took over as the Coast Guard commandant.

In the new position, Loy will report to undersecretary for transportation security John Magaw.

A native of Altoona, Pa., Loy graduated from the Coast Guard Academy in 1964 and holds master's degrees from Wesleyan University and the University of Rhode Island.
