Information security is poor in both the public and private sectors, and the culprits, IT security professionals said, are the bosses.
In an April survey of 1,220 security professionals by the SANS Institute of Bethesda, Md., 64 percent cited inadequate budgets and undermining of security initiatives by senior executives as the No. 1 problem.
Unsafe end-user behaviors, such as opening suspect e-mail attachments or posting passwords on monitors, took second place with 47 percent.
