David J. McClure, who for 18 years played the role of agency watchdog at the General Accounting Office, is joining the Council for Excellence in Government, a Washington nonpartisan organization that aims to help performance and results.

McClure, GAO's director of IT Management Issues, will leave GAO at the end of next month to become the council's vice president for e-government.

He will direct its strategy for promoting

e-government to federal, state and local government agencies, said Patricia McGinnis, council president and chief executive officer.

GAO has not named an interim director.

Boyd K. Rutherford has been appointed associate administrator for performance improvement at the General Services Administration. GSA administrator Stephen Perry announced the appointment this month.

Rutherford, who will continue as head of GSA's Office of Enterprise Development, will join the agency's senior management in overseeing GSA's performance improvement initiatives.

John W. Magaw, head of the Transportation Security Administration since Jan. 28, resigned earlier this month.

James M. Loy, a retired Coast Guard commandant who recently joined TSA as the deputy undersecretary and chief operating officer, will now take over Magaw's position of undersecretary of transportation for security.
